Nosee Nosee owns the general store in New Hooverton. She is one of the oldest members of town and helped to found New Hooverton. She has 4 cats: Astro, King Tut, Dropsy, and Mittens. She never married or had children. She has specified in her will that when she dies she would like her wealth to be split evenly between Astro, King Tut, Dropsy and Mittens. Mittens, being the most responsible of all her cats will be left in charge of the general store.

Cesil Cesil was once a reverend for new colonist on Omega Earth. For reasons that he often refuses to speak about, he was kicked out of the church and is no longer a man of the cloth. He currently spends his time as the town drunk of New Hoover. He can often be found around Nosee's general store helping out with random chores when he is short on money. Otherwise he can frequently be found at the Cadillac tavern... or the gutter. He has sometimes been known to play chess during his more sober moments. He carries around: a travel sized magnetic chess board, a flask, and a bible.

Likes: spinning.

Walter Vickrahm Walter is the commander of the New Hoover Militia. He and the New Hoover Militia protect the borders of New Hoover from roaming mutants, pirates, scavengers and occasional tribes of Cosmopithecines. He enjoys writing poetry, cartography and a good sharp cheddar cheese.

Covenant and the Colonial Commonwealth

Admiral Lord Phyllyp Delworth Elgin Lord Elgin is the eldest scion of the Lordly family of Elgin. Head of the 3rd Fleet, a combined force of sea and air units in charge of the western corridor. Talented and impetuous, he is an accomplished hunter and fencer as well as being well versed in military tactics. He has led his Fleet to several victories already, most notably in the siege of Nineveh.

Sir Andrew Mayhew A Magister in the government of the Colonial Commonwealth, Mayhew is a fire Witch. Famous for both his keen mind and rare magic, he is a Professor at the Fastness as well as a member of the Circle, the body that rules the Witches. Mayhew is as well liked and famous among the general public as he is among fellow Witches, being known for his many works of charity as well as his adventures in the Dry Lands.

Alea Avestan Head Librarian of the Commonwealth Library in Coventry. Avestan is infamous for running the Library in a very imperious fashion, denying access to those who she dislikes and who don't have a writ of access. She is tolerated by the government because it is her work that has made the Commonwealth Library the greatest collection of human information on the planet. She is an energetic workaholic, spending most of her time in the Library.

John Dee John Dee runs the powerful but little-known Cabinet of Magical Artifacts, tasked with maintaining information on the whereabouts of magical artifacts within and without the Commonwealth. Dee is a powerful Necromancer, having slowed his life functions to almost nothing in order to gain a greater understanding of the Presence. He is of great influence among the inner circles of government, using the Cabinet of Magical Artifacts as a personal taskforce to investigate and research things having little to do with the Cabinet's stated mandate.

Dr. J. Heller Working under the auspices of the War Office, Dr. Heller heads up the Bazalgette Laboratories, a research facility secluded in the Helsdepth Mountains. Although he oversees many projects, his specialty is in human enhancement. Heller is a mysterious individual in the Capitol, preferring to spend his time instead in the lab.

Isambard Kingdom A former soldier and diplomat, now works for the Commonwealth Intelligence Service (CIS).

Williem Gleese A portly scientist and Necromancer, currently out of favor with the Colonial Council. He oversaw a secret project based on Perdition Island that ended up in the loss of three army units and much of 4th Combined Fleet (see: Perdition Incident). Now spends most of his time courting bureaucrats and politicians in the Capital in an attempt to restore his job. Failing that, the Undercity taverns are also favored haunts of his.
